This might be a good candidate for BitTorrent P2P file sharing. I know most people immediately think of P2P in the context of people sharing illegal copies of music, but it is becoming a very popular mechanism for sharing large bodies of legitimate technical data. Most of the Linux distributions use it now for publishing their CD images. Especially the DVD images.
It would take a little bit of work to initially set up, but from there, the bandwidth and storage burden is then shared by this community.
